Hello Hugh,

you actually can add new runs to an active test plan or edit/remove existing runs. Just edit the plan (see the Edit button next to the title on the test plan page) and you are able to add/edit/remove test runs.

When user edits a test plan, although the test plan is executing, is should allow admin to add new test runs into it.
For the present, no way to add test runs to a existing test plan.
